THE ECONOMIC ESSENCE OF THE CONTENT OF SCIENTIFIC AND TECHNICAL EXCHANGE: THE NATURE AND IDENTIFICATION OF KEY CHANNELS

Abstract

International scientific and technological exchange is an activity that requires proper management, therefore, in addition to disclosing its content, we consider it appropriate to identify its key channels. Management of most of the channels requires an individual approach, because they, like most technologies, are unique due to the peculiarities of the subjects and their place in socio-economic processes. Historically, international scientific and technological exchange is most widely developed in the course of the processes of international commerce, where in recent decades we can observe the large-scale export of all forms of industrial property objects. The development of scientific research and its applied and demonstrative application motivates an increasing number of countries to increase the level of readiness of their economic subjects for activities in the field of international scientific and technological exchange. Тhe key direction of the qualitative transition from the industrial to the post-industrial paradigm of technological transfer is the radical transformation of linear relationships between economic categories into non-linear, more complex and complex scientific constructions. Within their framework, the dominant techno-economic paradigms of Industry 4.0 and cyber-physical systems, the concept of the triple helix, the theory of the value chain and the concept of the network economy are clearly distinguished; the theory of innovative ecosystems, the theory of the sealing ring, the concept of co-evolution of institutions, technologies and the structure of economic factors, etc. Their methodological base played an important role in revealing the consequences of international scientific and technological development on the dynamics of global economic development and parameters of world balance. At the same time, it is the technological model of Industry 4.0. is able to most fully and at the systemic methodological level reflect such a level of development of technologies, competences and relations regarding their management, which in their entirety are determined by the structural dynamics of information and communication technologies and the effective innovative activity of economic entities of different levels and of different nationalities.
