PROBLEMS OF ADAPTATION OF EUROPEAN COUNTRY DEVELOPMENT STRATEGIES TO THE FUNCTIONING CONDITIONS OF THE UKRAINE BUILDING INDUSTRY

Abstract

Optimizing the strategic management of the construction industry through the use of foreign experience, in particular the development strategies of the leading European countries, is an important area of improvement. This area involves the use of areas’ number for improvement that involves the introduction of complex technological, economic innovations in the research area. Effective implementation of these development directions is possible under certain conditions of the domestic environment functioning (or bringing the state of functioning of the construction industry of Ukraine to the required characteristics). In order to take the best of foreign experience, we need to evaluate all the possible problems associated with adapting the best development strategies. According to the research of scientific and analytical works, at the present stage of development there is no comprehensive approach to the systematization of problematic aspects of the application of European experience in the field of strategic management in the construction industry in the conditions of functioning of Ukrainian economic entities, regulatory and legal regulation of this area. The article attempts to formulate the main problems of the experience adaptation of the leading European countries on the implementation of development strategies in the Ukraine construction industry. The article analyzes the problems of adaptation in Ukraine of the strategy of co-operation (the strategy of development of organized institutional multilevel economy (construction industry), guided by the use of market methods). It was also found that the co-op strategy was being implemented in Poland, some EU countries (including Latvia), partly in Germany. The study presents a procedure for the impact assessing of actual problems on the possibility of adapting the co-op strategy to the participants of all strategic groups in Ukraine. The stated evaluation procedure is formulated using the criterion method, the expert method, the comparative method, the forecast method, and the decision tree method. Based on the methodological data, scientific and analytical data, we will evaluate the impact of the main problems on the possibility of adapting the co-op strategy to the participants of the 1-4 strategic groups in Ukraine.
