ECONOMIC ASSESSMENT OF THE FORMATION OF THE INVESTMENT POTENTIAL OF AGRICULTURAL SECTOR ENTERPRISES IN UKRAINE
Abstract
The article examines the formation and economic assessment of the investment potential of agricultural enterprises in Ukraine in the context of post-war recovery. The relevance of the study is driven by the sharp increase in the need for investments under conditions of destroyed infrastructure, disrupted logistics, reorientation of export flows and heightened financial, political and security risks, combined with a strong differentiation of enterprises’ ability to attract and effectively allocate investment resources. The purpose of the article is to develop and test a comprehensive approach to measuring investment potential at the micro level that goes beyond fragmented financial indicators and captures the multi-component nature of investment capacity. The methodology is based on the selection and justification of a system of indicators that reflect the financial, resource, marketing and institutional dimensions of investment potential, including capital structure, liquidity, profitability, quality of asset base, access to land, participation in support programmes and export orientation. These indicators are normalised and aggregated into an integral index that allows cross-enterprise comparisons, ranking of firms and clustering of agricultural producers by the level of their investment capacity. The empirical assessment makes it possible to identify enterprises trapped in a “low potential” situation and to distinguish them from entities demonstrating a high ability to mobilise resources for recovery, technological modernisation and long-term growth. The key results show significant differentiation of investment potential across agricultural enterprises and highlight the decisive role of market positioning, risk profile, institutional environment and quality of resource provision alongside traditional financial metrics. The practical value of the study lies in providing an applied diagnostic tool for identifying strengths and weaknesses of the investment potential of agricultural enterprises, substantiating priorities of investment strategy in the post-war period, improving management decisions at the firm level and enhancing the targeting of state and donor support instruments.
