IMPROVEMENT OF ORGANIZATIONAL AND INFORMATION SUPPORT STRATEGIES FOR PUBLIC ADMINISTRATION IN THE ERA OF DIGITAL TRANSFORMATION
Abstract
The article addresses the issue of improving organizational and information support strategies for public administration in the context of digital transformation and dynamic global challenges. It analyzes key challenges faced by public administration bodies, including rapid technological changes, insufficient integration of information systems, talent shortages, and increasing cybersecurity risks. The study substantiates the need for adaptive strategies based on the integration of digital technologies, effective information resource management, and flexible management approaches. Conceptual foundations for developing strategies to enhance organizational and information support are proposed, aligning with current trends in the digital economy. Additionally, the article examines the impact of technological dynamism and external uncertainties, such as military conflicts and economic instability in Ukraine, on public administration decision-making processes, emphasizing the importance of resilience and strategic agility. It is argued that traditional management practices are no longer sufficient to ensure effective public administration in a rapidly changing digital environment. Therefore, the implementation of integrative and data-driven strategic frameworks is essential for public administration bodies seeking sustainable development and enhanced efficiency. Special attention is given to the role of digital ecosystems, inter-agency collaboration, and capacity building as integral components of strategic effectiveness. The findings contribute to the theoretical and practical understanding of how public administration can adapt to the complexities of the modern digital landscape and strengthen its capacity to address national and global challenges. Furthermore, the study highlights the importance of foresight, continuous training, and investment in digital infrastructure as prerequisites for building strategic resilience. Strategic alignment with global technology trends, proactive risk management, and effective use of data analytics are presented as key factors that influence the effectiveness of public administration in the digital age. The article concludes by offering practical recommendations for policymakers, public administrators, and researchers aimed at strengthening the strategic capacity of public administration through innovation-oriented leadership, sustainable digital models, and knowledge-based resource management.
