BUILDING AN ORGANIZATIONAL AND ECONOMIC MECHANISM FOR FORMING INVESTMENT RESOURCES FOR THE DEVELOPMENT OF STRATEGIC INDUSTRIES OF THE REGIONAL ECONOMY
Abstract
The article examines the issues of forming and implementing regional investment policy. It focuses on harmonizing the issues of attracting and effectively using investments, on the one hand, and stimulating the development processes of strategic sectors of the regional economic system, on the other hand. It was concluded that one of the priority tasks of regional investment policy is to create financial and investment prerequisites for increasing and realizing the potential of strategic sectors of the regional economy, because its competitiveness, ability to increase GRP volumes, and improve the leading economic and social parameters of the development of the region and its territories depend on this. The set of strategic sectors of the economy has been determined and grouped (raw materials, technological, digital, progressive, breakthrough) and elements have been identified and a structural decomposition of the organizational and economic mechanism for the formation of internal investment resources for the development of strategic sectors of the regional economy has been developed. The strategic priorities of regional investment policy are indicated, which should be implemented in the process of implementing the corresponding organizational and economic mechanism. The system of organizational and economic instruments of the mechanism is substantiated, the consistent implementation of which allows implementing the defined strategic priorities of regional investment policy. It is proven that the result of the application of each of the tools is a clearly defined result, which creates the prerequisites for the implementation of the next step of regulation. Thus, planned phased changes and shifts occur, which allow restoring the industrial potential of the region, in particular on the basis of Industry 6.0, ensuring the creation and development of production of VI-VII technological modes, activate the processes of neo-industrialization of the regional economy, diversify and strengthen the competitiveness of domestic production, activate the development of small and medium-sized industrial and technological enterprises, extend the relevant processes to the local economic level, mainly through the formation of elements of industrial and production infrastructure in communities, entrepreneurship support infrastructure, clusters, industrial parks, etc. Key words: region, regional policy, investments, investment environment, investment resources, strategic industries, organizational and economic tools.
