MANAGEMENT OF THE REGIONAL ECONOMIC SECURITY USING CONTROL TOOLS
Abstract
The high level of environmental turbulence determines the stochastic nature of the criterion for the effectiveness of the system of controlling the stability of the system, which can be reflected in the probability of achieving the indicators of its functioning in the area of threshold values of the main mesoeconomic indicators, which indicates an increase in threats to sustainable development. In this context, controlling is considered as a holistic concept and, at the same time, as one of the areas of development of the theory and practice of management, which provides reasonable goal-setting, contributes to the development of effective management decisions taking into account the state of environmental factors, and also allows presenting an objective assessment of management influence from the standpoint of the completeness and timeliness of achieving the set goals. This determines the need to implant controlling into the regional management system and into the composition of economic security management tools. The article examines the economic security system of the region, which is defined simultaneously as a subsystem of national security and a regional economic system, which allows considering the factors of development of the regional economic system as sources of development of the economic security system. The object of the study is the controlling tools integrated into the economic security management system of the region in order to reduce the level of threats to regional development. Also, the interpretation of regional controlling as a system that ensures the coordination of all functions of economic security management planning, analysis, control, information support is given, and recommendations are offered for the implementation of its tools in the regional management system. The functions of regional controlling are formulated, which include: identifying external and internal threats and developing tools for their neutralization; forming a system of indicators to assess the level of economic security; monitoring changes in the external environment of the region; qualifying indicators as normal, pre-crisis, crisis, critical. The structural and functional elements of controlling in the economic security management system of the region are highlighted.
