INDICATORS OF EFFICIENCY OF FORMING THE REGIONAL LABOR MARKET
Abstract
The problem of the functioning of the regional labor market is a priority task not only for the leadership of the region, but also for the entire country, since the labor market is one of the key elements of socio-economic development and the basis of the social well-being of the population. That is why the systematization of indicators of the efficiency of the functioning of the labor market is quite relevant, which require detailed research in order to determine the level of imbalance and develop measures with which it is possible to achieve balanced functioning of the regional labor market. The conceptual framework for diagnosing the regional labor market contains an appropriate system of actions that should provide for systematic coverage of the state of the labor market and the degree or level of its imbalance, which would make it possible to carry out a quantitative assessment of such imbalance in order to determine general and strategic directions for improving the management of all processes of formation and effective functioning of regional labor markets. The article examines the authors' scientific approaches to labor market analysis and identifies differences in the respective approaches. Indicators for assessing the state, development, efficiency, and sustainability of the labor market are highlighted. Commonly accepted approaches to diagnosing the labor market at different levels are identified. The relationship between the processes of labor market formation and the socio-economic development of the region is identified. The criteria for forming the labor market of the region and their main characteristics are analyzed. A comprehensive analysis of traditional indicators of labor market functioning diagnostics and indicators of socio-economic development of the region is carried out in order to identify key indicators that allow assessing the formation of the labor market in accordance with the proposed criteria. A list of indicators is formed for quantitative assessment of the effectiveness of the formation of the regional labor market. The correspondence of the proposed indicators to the specified criteria for forming the labor market of the region is substantiated. Summarizedrequirements for the development and use of an optimal system of indicators for assessing the formation of the regional labor market according to certain criteria.
