REGULATORS OF THE WORLD AVIATION MARKET AND THEIR ROLE IN THE DEVELOPMENT OF THE INNOVATIVE POTENTIAL OF AVIATION COMPANIES

Abstract

The article is devoted to the substantiation of the directions of regulatory influence of international organizations on the development of the innovative potential of aviation enterprises. The systematization of the directions of regulatory influence of international organizations on the development of the innovative potential of aviation enterprises was further developed, which allowed to detail them in three main aspects: digitalization of the aviation industry (includes innovations in ensuring capacity and efficiency, cyber security, facilitation, economic development); environmental initiatives; security initiatives. The ICAO and IATA aviation enterprise databases deserve special attention, which are aimed at providing states, international organizations, aviation companies, the tourism industry and other interested parties with an informational basis for forecasting, cost and risk control, business assessment and its comparative performance. In addition to the development of programs, road maps, plans and newsletters, efforts are being made at the global level to coordinate the participants of the innovation process (airlines, airports, air navigation service providers, manufacturers) and states. The effects of the regulatory influence of international organizations on the development of the innovative potential of airlines are proven: the establishment of digital, environmental and safety standards for airlines, the consolidation of regional/global information, current and new problems, which forms the subject field of innovative research and development; acquisition by air carriers of the tools necessary to create and improve their operational systems, including data management; coordination and cooperation of air transport market participants, innovation developers, industry and states in the implementation of the innovation process and technical assistance projects. The developed provisions enable focusing on the implemented drivers of the development of the innovative potential of aviation enterprises both from the side of international organizations of the aviation sector and the support of the governments of the countries of the world.
