ACTIVATION OF STIMULATION OF REGION’S WATER EFFICIENT ACTIVITY IN THE CONDITIONS OF THE GROWING INFRASTRUCTURE CRISIS
Abstract
The problems of developing tools of the activation of stimulation of region’s water efficient activity has been studied in the article. The study focuses on the fact that the activities of water supply and sewerage companies are strictly controlled by local governments and state administrations. In this area, the savings, which are due to the growth of production, is particularly pronounced. The current state of the water infrastructure of the regions and the experience of previous years indicate the failure of the existing system of financial support for the implementation of water management and water protection projects, which is unable to ensure quality renovation of water infrastructure. Currently, in the field of regional water use there is a situation of endless budget deficit. Modernization of water infrastructure management requires significant financial resources, and hence the development and improvement of modern organizational and financial instruments and mechanisms in the field of regional water management in modern conditions with the involvement of the private sector. The tools of the activation of stimulation of region’s water efficient activity in terms of deepening the transformation of infrastructure has been proposed in the article and the measures of activation and motives, as well as the application of the tools of this activation has been substantiated. Under the activation of stimulation of region’s water efficient activity in the deepening of the transformation of infrastructure, we propose to understand the interdependent, interacting set of processes, i.e. management system or method of influencing the stimulation of water efficiency in the region in the form of methods, tools, levers, which will ensure the reproduction of water capital of the regions and a high level of welfare of the population, improving its physical and spiritual health. It is updated that the end result of regulation is to ensure a high level of welfare of the population by stimulating water efficiency of the region, which will ensure the reproduction of water capital of the regions on the basis of dynamic development and infrastructure.
