DIRECTIONS OF STATE REGULATION IMPROVEMENT OF THE INNOVATIVE PROJECTS MANAGEMENT PROCESS IN THE SCIENTIFIC SPHERE

Abstract

The article is devoted to the modern problems of state regulation of the innovative projects management in the scientific sphere in Ukraine. The purpose of the article is to analyze the problems of state regulation of the process of managing innovative projects in the scientific sphere and to determine the directions of their solution. The facts of inconsistency of actions of the authorities concerning financial, administrative and organizational maintenance of innovative activity are established. Insufficient clarity of distribution of functions between managers of budgetary funds in the field of scientific and technical activity is confirmed, problems of financial support of establishments and workers of science are revealed. The role of Western partners as an external source of support for innovation for Ukrainian scientists is considered. The main partners, positives and shortcomings of foreign support of research groups, ways to optimize the use and development of research infrastructures, strengthening innovative opportunities for cooperation between industrial enterprises and research institutions are identified. The problem of insufficient number of qualified innovation managers who are able to constantly study innovation markets and manage projects competently has been identified. It is necessity to reduce the coverage of the estimated deficit of the research institutions budget by a special fund, to ensure the transparency of competitions for grants for applied projects through full or partial state funding was justified. Approaches to evaluating scientists also need to be reconsidered. The necessity to change the procedure for purchasing equipment at public expense is substantiated, which will allow partially providing material and technical needs and updating obsolete fixed assets of scientific institutions. Proposals for changing the procedure for financing projects at the stage of obtaining prototypes and test batches with the involvement of representatives of industrial enterprises are provided. This can be achieved by promoting the results of research through the creation of an institute of brokerage support and marketing of research products, state assistance in intensifying the transfer of technologies based on the internet-support for databases of scientific developments.
