SELECTIVE APPROACHES TO STATE POLICY FOR REGULATION OF MIGRATION PROCESSES (USING THE UKRAINIAN-POLISH SYSTEM)

Abstract

It describes the current global migration trends in Europe and Poland in particular. Identified problematic aspects and risks to the functioning and development of Poland in the context of increased emigration and internal mobility of the population of this country. The substantiated aspects of the performance of the Ukrainian migration as a resource for equalization of the labor shortage in the Polish labor market. The official data of the Office for Foreigners of Poland, the Main Directorate of Statistics of Poland, the Ministry of Family, Labor and Social Policy of Poland, the Department of Statistics of the National Bank of Poland, individual organizations for the study of migration within the territorial migration system of Ukraine-Poland are presented. The volume and scale of external labor migration of Ukrainians to Poland (it is shown that today there are about 1.3 million Ukrainians in Poland, which is about 3.5% of the population of Poland and is significant value), showing key changes in the qualitative and structural characteristics of migration. At the same time, the majority of Ukrainians are located in Warsaw and its adjacent regions (Masovian Voivodship), as well as in the territories that specialize mainly in agriculture. The main parameters of emigration of the population of Ukraine to Poland are characterized and it is important to conclude that despite the still small volumes, there are positive trends and the structural characteristics of the emigration of Ukrainians to Poland are improving. The results of the analysis of quantitative characteristics of the labor migration of Ukrainians in the context of their employment in such economic activities of Poland as agriculture, forestry and fishing are presented. The features and problematic aspects of migration from Ukraine to Poland are identified. It is concluded that the key economic interests of Ukraine and Poland in the system of Ukrainian-Polish territorial migration of the system remain unrealized. Recommendations on the development of common Ukrainian-Polish practices and regulations, as well as priority instruments of migration policy, focused on satisfying the socio-economic interests of both countries, are substantiated.
