STUDY OF THE WORLD EXPERIENCE IN THE ORGANIZATION OF MARITIME TRANSPORT AND CUSTOMS SUPPORT IN RELATION TO THE REALITIES OF UKRAINE

Abstract

The article investigates the state of domestic “sea” regions, the exercise of progressive international experience in the organization of cargo transportation and ensuring the turnover of sea transport, its customs expertise and support. The aim of the work is to study the experience of the organization of Maritime transport and customs support within the single transport infrastructure, which is accumulated in the European Union, and to determine the possibility of its implementation and implementation in Ukraine. The modern transport system and the impossibility of its development on the organizational principles of the past became the basis for the development of a new integrated transport development strategy. The article proposes a model of European transport policy competitiveness and sustainable long-term regional development. The model consists of three main components: input, output and system (infrastructure) elements of the model. The proposed method is based on more qualitative rather than standardized information. This occurs through three interrelated problems in data collection: a great deal of relevant information is not available through conventional statistical sources; many interesting statistics are not available at the regional level in a standardized European format; existing regional statistics are often very incomplete. Therefore, adequate formats for providing accessible standardized information to local experts should be developed. In determining the transport policy, in the context of increasing the competitiveness of the region, three main conditions should be taken into account: to consider the structural differences of regions (territories); to consider different strategies for the development of regions; to consider the changing transport needs. Further research should focus on the study of the prerequisites and conditions for the construction of economic and mathematical multivariate model to ensure effective sustainable development of individual territories and Ukraine as a whole on the basis of effective use of transport infrastructure, in particular water transport, the formation of a mechanism for customs support of such development, taking into account the accumulated positive experience of the European Union.
