METHODICAL PROVISIONS FOR ASSESSING THE ABILITY OF METALLURGICAL ENTERPRISES TO IMPLEMENT AN INNOVATIVE DEVELOPMENT STRATEGY
Abstract
The article is devoted to the development of methodological provisions for assessing the ability of enterprises to implement an innovative development strategy, taking into account the specifics of the metallurgical industry. During the research, the method of expert evaluations was used, questioning – to determine the most significant indicators in terms of the enterprise's ability to implement the innovative development strategy; method of taxonomy – to determine a single integrated indicator. To assess the enterprise's ability to implement the innovative development strategy, it is suggested to take into account the system of indicators related to the financial, personnel components, components of business processes and the component of the financial and economic performance. The most significant indicators for assessing the ability of metallurgical enterprises to implement an innovative development strategy are the amount of own capital, the amount of long-term liabilities and collateral, the amount of own working capital; residual value of fixed assets, depreciation coefficient of fixed assets; the volume of production in the value meter, the production volume index, the cost of sales, the cost index, the turnover ratio of the finished product, the turnover ratio of receivables for goods, works, services; net income from sales, net income index, net profit (loss), average number of employees, labor costs, labor productivity, labor productivity index.
Based on the data of the enterprises studied and using the taxonomy method, an integral indicator of the ability of metallurgical enterprises to implement the innovative development strategy for the period 2006-2015 was determined. The analysis showed that the metallurgical enterprises for the period 2006-2015 characterized by an average and low level of ability to implement an innovative development strategy. High values of the calculated indicator for: PJSC «ArcelorMittal Kryvyi Rih» – 0,428 in 2011, PJSC «MK «Azovstal» – 0,365 in 2011; PJSC PAT «Illych Iron and Steel Works of Mariupol» – 0,400 in 2015. Using the verbal-numerical Harrington scale, it was suggested to rank the enterprises according to the level of ability to implement the innovation strategy into three groups: high level (1,0-0,63), medium (0,63-0,37), low (0,37- 0).
