DIGITAL ACCESSIBILITY IN UKRAINE: STATUS, CHALLENGES AND PROSPECTS FOR THE DEVELOPMENT OF THE INNOVATION ENVIRONMENT UNDER MARTIAL LAW
Abstract
The purpose of the article is to comprehensively assess the state of digital accessibility in Ukraine and identify prospects for developing the innovation environment of the digital economy under martial law. The study aims to identify key indicators of internet accessibility for the population, analyze the impact of military aggression on telecommunications infrastructure, and substantiate strategic directions for ensuring digital inclusion under extreme conditions. The study employs a complex of general scientific and specialized research methods: system analysis – to examine the structure and operating principles of the Internet; statistical analysis – to assess the dynamics of digital accessibility indicators; comparative analysis – to compare domestic indicators with global digitalization trends; structural-logical method – to systematize the challenges of martial law and determine priority directions for digital infrastructure development. It has been established that over the past decade, Ukraine demonstrated positive dynamics in digital accessibility development, ensuring significant growth in the share of internet users and expansion of fixed connection coverage in settlements. It was revealed that the full-scale Russian aggression created critical challenges for telecommunications infrastructure functioning through systematic shelling of network facilities, attacks on the energy system, and content blocking in occupied territories, which led to a decline in internet freedom status. The necessity of diversifying access technologies, particularly implementing satellite communications, and creating a network of access points in socially important institutions as an effective tool for ensuring digital resilience has been proven. Comparative analysis confirmed that Ukraine maintains competitive positions in terms of internet coverage compared to global indicators. Priority directions for digital infrastructure development have been substantiated, including enhancing system resilience, expanding coverage in de-occupied areas, ensuring digital inclusion, and strengthening cybersecurity.
