COMPETITIVE POLICY AS A TOOL FOR IMPROVING THE FUNCTIONING OF HOUSING AND COMMUNAL SERVICES PROVIDERS IN THE MARKET UNDER MARTIAL LAW
Abstract
It is determined that the state's regulatory policy is in the process of reforming and has a significant impact on the formation of an effective system for the development and protection of competition. The theoretical aspects of competition policy are considered. It is determined that competition policy, by its nature, has an organizational impact on all areas of an enterprise's activity. At the same time, it is not limited exclusively to the formation and regulation of relations with competitors. Competition allows enterprises that provide housing and communal services to gain advantages in the competitive struggle for the consumer and achieve a positive financial result. The dynamics and assessment of the activities of communal enterprises are presented, namely, the distribution of communal enterprises of Ukraine by financial results is presented. An analysis of the population's debt for consumed services to housing and communal enterprises by types of services provided under martial law is carried out. The highest and lowest levels of population debt as the largest debtor for consumed housing and communal services are determined. Proposals for improving the activities of housing and communal enterprises are outlined. For the development of enterprises providing housing and communal services in Ukraine, the knowledge and professional competence of each employee, the level of his education and the formation of the necessary skills for making innovative decisions and using growth opportunities are decisive. A mechanism for forming a competitive policy for enterprises providing housing and communal services is proposed, where the competitive policy of enterprises providing housing and communal services is a significant organizational factor that contributes to the rational use of the intellectual potential of personnel, available resources and opportunities of the external environment. The implementation of the proposed mechanism for forming a competitive policy for enterprises providing housing and communal services is possible under the condition of a stable and favorable security situation.
