СИСТЕМИ ПУБЛІЧНОГО ФІНАНСУВАННЯ МЕДИЧНОЇ ДОПОМОГИ В США ТА УКРАЇНІ: ДОСВІД ТА МОЖЛИВОСТІ АДАПТАЦІЇ

Анотація
У статті здійснено порівняльний аналіз систем публічного медичного страхування США та державного фінансування медичної допомоги в Україні. Визначено особливості організації та фінансування програм Medicare, Medicaid і CHIP, а також Програми медичних гарантій. Обґрунтовано напрями адаптації окремих американських механізмів до українських умов: диференційованого співфінансування, керованої медичної допомоги (Managed Care), розвитку добровільного медичного страхування, офіційно врегульованої співоплати та цифрового контролю. Запропоновано застосування принципу диференційованої участі бюджетів різних рівнів у фінансуванні медичних програм, аналогічного FMAP, з урахуванням фінансової спроможності територій. Обґрунтовано доцільність соціальних запобіжників для обмеження фінансового навантаження на пацієнтів.
