ПУБЛІЧНІ ЗАКУПІВЛІ ЯК ІНСТРУМЕНТ ПІДТРИМКИ МАЛОГО І СЕРЕДНЬОГО БІЗНЕСУ: ПОРІВНЯЛЬНИЙ ЕКОНОМІЧНИЙ АНАЛІЗ МІЖНАРОДНОГО ДОСВІДУ ТА ПЕРСПЕКТИВ ДЛЯ УКРАЇНИ
Анотація
У статті розглянуто публічні закупівлі як інструмент державного попиту та механізм підтримки малого і середнього бізнесу. Визначено економічні передумови участі МСП у державному контрактуванні та систематизовано основні інформаційні, процедурні, фінансові й поведінково-інституційні бар’єри. Проаналізовано підходи до підтримки МСП у системах публічних закупівель ЄС, США, Канади, Китаю та України, що дало змогу виокремити цільову, конкурентно-інклюзивну, бар’єрно-редукційну, масштабно-стимулюючу та цифрово-трансформаційну моделі. Особливу увагу приділено ролі цифровізації, відкритих даних, ProZorro та Prozorro Market у зниженні трансакційних витрат і розширенні доступу підприємств до державного контрактування. Обґрунтовано напрями вдосконалення закупівельної політики України з урахуванням міжнародного досвіду та завдань повоєнного відновлення.
