ІНСТРУМЕНТИ ТА МЕХАНІЗМИ УПРАВЛІННЯ КАДРОВИМ ПОТЕНЦІАЛОМ: ПОРІВНЯЛЬНИЙ АНАЛІЗ УКРАЇНСЬКОГО ТА ЗАРУБІЖНОГО ДОСВІДУ
Анотація
У статті досліджено інструменти та механізми управління кадровим потенціалом підприємств України в порівнянні з практиками ЄС, США та Японії. Мета полягає в уточненні змісту цих категорій, виявленні їхніх спільних і відмінних рис та окресленні засад формування гібридної моделі HRM для українських організацій. Методологічну основу становлять системний і порівняльний підходи, контент-аналіз публікацій 2020–2025 рр. та структурно-логічне моделювання. Показано, що інструменти HRM виступають операційними кадровими практиками, а механізми – інтегрованими правилами й процедурами, які поєднують ці практики зі стратегією бізнесу. Обґрунтовано, що за умов воєнних викликів формується гібридна модель управління кадровим потенціалом, яка поєднує цифровізацію HR-процесів, соціальні механізми та елементи японської командної культури, підвищуючи стійкість і конкурентоспроможність підприємств.
