CONCERNING THE POSSIBILITY OF TECHNOLOGICAL BREAKTHROUGH IN UKRAINE: THE STATE OF INTELLECTUAL PROPERTY AND COMMERCIALISATION OF THE OBJECTS OF INTELLECTUAL PROPERTY
Abstract
The necessity of considering the transformation processes of global economy in the context of knowledge economy has been proved. For the analysis technologically advanced countries (G7, G20, new industrial countries) and Ukraine have been chosen. It has been discovered that there is a significant shortage and negative trend in the number of professionals carrying out research and development work in Ukraine per 1 million of population, and other countries examined have had a positive trend for an extended period. The dynamics of the commercialisation on the foreign markets has been analyzed. The imbalance in the ratio between the amounts of payments for exploiting the intellectual property rights and the amounts of the income from the intellectual property objects has been realized. It has been emphasized that the situation needs considerable state’s attention for the purpose of correction the ratios and the absolute values of the amounts of income and payments for the objects of intellectual property in order to enhance the state’s competitiveness. The recommendations on the technological development of Ukraine focused on the mentioned countries have been given. The solution to the current situation has been suggested based on the promoting the prestige of engineering education and rebalancing the ratio between the amounts of payments and income from the exploiting the intellectual property rights.
