http://ei-journal.in.ua/index.php/journal/article/view/801

This article investigates the risks faced by logistics systems in the context of global instability and explores the potential of artificial intelligence (AI) for their prediction, prevention, and effective management. The study emphasizes the role of advanced technologies—machine learning (ML), deep learning (DL), neural networks, expert systems, big data analytics, and the Internet of Things (IoT)—in developing intelligent and adaptive logistics models. The research identifies and categorizes key types of risks—economic, geopolitical, technological, ecological, and operational—and describes how AI-based approaches can be employed for their detection, classification, modeling, and mitigation. The application of AI allows for the real-time monitoring of supply chain vulnerabilities, enhances predictive capabilities, and supports strategic decision-making under uncertainty. Special attention is given to the integration of digital twins, AR (augmented reality), and AI-powered autonomous transport in creating virtual models of logistics systems for scenario analysis. These technologies enable logistics operators to simulate potential risk situations, predict disruptions, and optimize resource allocation. The article reviews global and domestic practices, including the experience of Maersk and DHL in applying machine learning to minimize transportation delays, as well as Nova Poshta’s use of big data for forecasting seasonal demand surges in Ukraine. These examples highlight the growing reliance on AI to increase resilience and responsiveness in logistics operations. The paper also discusses the importance of ethical AI in logistics, stressing the need for transparent algorithms, data security, and the ethical implications of automated decision-making. A step-by-step framework for implementing AI in logistics risk management is proposed, including risk auditing, algorithm selection, IoT and data integration, decision automation, and continuous model adaptation. Overall, the research argues that AI is not just a technological enhancement but a critical strategic tool for building robust, flexible, and competitive logistics systems in a rapidly changing world.
Oleksandr Hrynko

http://ei-journal.in.ua/index.php/journal/article/view/802

The article is devoted to the development of a methodological approach for calculating re-export coefficients, which can be applied to assess re-export operations in countries that do not provide complete information on re-export volumes. The proposed methodology allows for a more accurate identification of leading exporters of goods in the field of information and communication technologies (ICT), taking re-exports into account. This is particularly relevant in the context of global trade in ICT goods, which plays a crucial role in the development of the digital economy, providing countries with access to advanced technologies, promoting economic growth, and enhancing their competitiveness. The study is based on UN Comtrade data and uses country classifications according to the UNCTAD methodology. Within the research framework, various country groupings are considered, including geographic regions, levels of economic development, and economic unions, analyzing their advantages and disadvantages for assessing re-exports. The article places particular emphasis on the issue of missing re-export data for a significant number of countries, which greatly complicates the objective assessment of actual ICT export volumes. The main reasons for the lack of information on re-export volumes are identified. The proposed method for calculating re-export coefficients takes into account various factors, including the availability of statistical data at the level of economic zones and regions, as well as the use of extrapolation methods to recover missing data. This makes it possible to assess the share of re-exports even under conditions of limited information, thereby enabling the identification of countries that are actual producers of ICT goods and distinguishing them from transit countries. The advantages and disadvantages of the proposed method are listed, and the shares of re-exports are analyzed across different economic unions. The obtained results indicate significant regional differences in re-export shares, highlighting the need to improve statistical accounting and reporting in the field of international trade.
Anton HrianykVolodymyr Soboliev

http://ei-journal.in.ua/index.php/journal/article/view/803

In a volatile, uncertain, complex, and ambiguous (VUCA) business environment firms must not only deploy dynamic capabilities but continuously reinvent them. The article introduces the concept of Meta-Dynamic Capability (MDC), a higher-order strategic capability that enables an organization to adapt and reconfigure its own dynamic capabilities amid turbulent conditions. MDC is defined as comprising three dimensions analogous to first-order dynamic capabilities: meta-sensing (sensing the need to change the sensing-seizing-transforming processes themselves), meta-seizing (seizing opportunities to enhance or renew the firm’s dynamic capability routines), and meta-transforming (transforming the organization’s structures and resources that undergird dynamic capabilities). Methodologically, the study draws on a multiple case study approach: examined 7 real-world firms from diverse sectors, including technology, manufacturing, and services, that demonstrate the emergence of MDC in practice. The findings illustrate how companies like Danaher, Netflix, Amazon, Microsoft, Haier, and others have cultivated strategic adaptability by reconfiguring not just their resources but their dynamic capability processes themselves. Discussed the theoretical contribution of MDC to the Dynamic Capabilities View (DCV) by extending its scope to meta-capabilities, thereby refining our understanding of how firms survive and thrive in high-uncertainty contexts. The article concludes with implications for research and management, acknowledging the need for further empirical inquiry into MDC and offering guidance for practitioners seeking sustained performance amid uncertainty.
Andrii Kaliuzhnyi

http://ei-journal.in.ua/index.php/journal/article/view/809

The relevance of studying escrow account mechanisms in the context of Ukraine's economic development is determined by the growing need to ensure transparency, financial security, and trust in contractual relationships under conditions of economic instability. Escrow, as a financial tool, combines elements of settlement, security, and enforcement of contractual obligations. Its application becomes particularly significant in the context of financial uncertainty, low levels of institutional trust, and the necessity to improve business conditions for small and medium-sized enterprises. The purpose of this article is to explore how escrow mechanisms can be adapted and integrated into the national financial infrastructure to stimulate sustainable economic growth in Ukraine. The research methodology is based on systemic analysis, comparative legal methods, and modeling of institutional mechanisms. This approach made it possible to evaluate the effectiveness of escrow in various contexts, including public-private partnerships, state compensation programs, and commercial transactions. The normative framework was analyzed with a focus on recent regulatory changes, including the Resolution of the Cabinet of Ministers of Ukraine № 1016, which provided a legal basis for using escrow accounts in state support for factoring contracts. The author also applied the method of logical generalization to determine the prospects for broader implementation of escrow services in the national economy. The results of the research demonstrate that the use of escrow accounts in Ukraine is currently at an early stage of development, with limited application primarily in corporate transactions, minor shareholder buyouts, and individual real estate deals. However, recent regulatory initiatives have opened new opportunities for institutionalizing escrow as a tool of state financial policy. Specifically, the implementation of escrow accounts within the framework of compensation mechanisms for business support introduces an additional layer of accountability and safeguards budgetary funds. It also promotes financial discipline among entrepreneurs and reduces risks of non-performance in contractual obligations. Furthermore, the ability to secure obligations through a neutral third party – typically a bank – enhances the confidence of market participants and may serve as a catalyst for attracting investment, including foreign capital. The practical value of the article lies in its emphasis on aligning the development of escrow services with broader economic policy objectives. The author proposes to extend the scope of escrow beyond its current use by including it in public-private partnership projects, infrastructure restoration programs, and startup financing schemes. A critical recommendation is to expand the list of eligible escrow agents, for instance, by allowing licensed notaries and legal entities to act in this role, thereby improving access and reducing administrative barriers. Another important proposal is the harmonization of Ukrainian legislation with international standards to ensure legal clarity, especially regarding taxation, liability, and enforcement procedures in escrow agreements.
Vitalii Ponomarenko

http://ei-journal.in.ua/index.php/journal/article/view/810

The current transformation of the Ukrainian educational system, intensified by decentralization, digitalization, and increased demands for transparency and accountability, requires the development of modern tools for assessing education quality at the level of general secondary education institutions. The aim of this article is to substantiate the need for implementing quality assurance monitoring mechanisms through the development of a balanced system of key performance indicators (KPIs) specifically adapted for Ukrainian schools. The relevance of the research stems from the lack of a unified national framework for school performance evaluation, which significantly hinders effective strategic planning, institutional self-assessment, and informed decision-making. The methodology is based on a combination of systems analysis, comparative studies of international monitoring practices, and modeling of school performance indicators. The research applies the conceptual framework of the Balanced Scorecard (BSC) to create a multidimensional evaluation model that encompasses not only academic results but also internal processes, stakeholder satisfaction, innovation dynamics, and social inclusiveness. The study reveals that existing approaches to monitoring in Ukrainian schools are largely fragmented, narrowly focused on test results, and fail to address broader components such as management effectiveness, emotional well-being of students, or stakeholder engagement. In contrast, the proposed KPI-based monitoring framework allows for integrated evaluation of institutional performance, supports adaptive governance, and fosters continuous development. The suggested indicators reflect academic success, implementation of innovative technologies, parental and student satisfaction, inclusive practices, and efficient use of resources. The author highlights the need for gradual implementation, supported by training, digital tools, and legal standardization. The practical value of the article lies in offering a structured and scalable approach for school leaders and policymakers to assess and improve the quality of educational processes in a dynamic environment. It also provides a foundation for further empirical studies on the impact of strategic management tools on the performance of general secondary education institutions in Ukraine.
Vitalii Anisimov

http://ei-journal.in.ua/index.php/journal/article/view/813

The article considers the advantages of using a descriptive approach to structuring the competence of an organisation as a prerequisite for the successful functioning of modern organisations. The expediency of implementing the method of expert assessments through a group survey to determine the components, groups and subgroups of competencies within the components and the hierarchy of their arrangement; to determine the competencies of the organisation by the signs of their manifestation in the activity is substantiated. Recommendations were developed for the formation of an expert group, determination of the minimum number of experts, the main selection criterion for whom is the level of their competence. The implementation of the procedure of group survey of experts described in detail in the article allowed: to identify five components of organisational competence: synergistic, basic, key, strategic and functional; to refer the groups of financial, managerial, production, marketing and sales competences and competences in personnel management to the functional component of competence; to refer the groups of personal-social (soft) and operational (professional) competences to the basic component of competence; to refer managerial / leadership competences to the functional component of competence, and form a hierarchical structure of organisational competence on this basis. It is specified that the form and content of the levels of the organisation's competence structure, based on the group opinion of experts, will allow more accurately representing and understanding its composition. It is substantiated that the hierarchical nature of the arrangement of components is due to their interconnection and the possibility of gradual acquiring during the period of the organisation's functioning and passing through the stages of life cycle. Clarifying the classification of competences with their distribution by components of the competence structure will allow compiling an adaptive dynamic list that can be added, reduced, regrouped in the context of current market trends and organisational goals, without losing its usefulness and relevance.
Inna Gruzina

http://ei-journal.in.ua/index.php/journal/article/view/823

The paper analyses the state-of-the-art research into the concepts of sustainable entrepreneurship and sustainable SMEs’ performance. The literature review shows that the concept of sustainable entrepreneurship has aroused considerable scientific interest over the last few years. Despite the fact that there are other similar concepts, such as green entrepreneurship or eco-entrepreneurship, social entrepreneurship, sustainable entrepreneurship is the most researched in literature. Sustainable entrepreneurship is a profitable business that ensures the sustainable use of natural resources, demonstrates social responsibility with the mission of improving local communities and the environment, and engages in innovative process that are socially inclusive towards local communities. Sustainable entrepreneurship is investigated comprehensively because it brings economic, environmental and social benefits to a wide range of stakeholders, thus contributing to the triple-bottom-line concept. As social and environmental problems are complex, sustainable entrepreneurs are able to address these complexities and demonstrate the effectiveness of their solutions, not only financial, but environmental and social performance as well. However, there are no common approaches to measuring sustainable performance. The review of the methods employed allows to conclude that building a scale for measuring sustainable performance SME requires an integral approach to consider the triple effect, as well as combination of different scales from economic, social and environmental dimensions. Exploratory factor analysis has to be employed to get the reliable and validate variables for future empirical model. The most common method of collecting data on SMEs’ performance is surveys of managers-owners and their subjective assessment of business performance, its dynamic, and prospects for the future. Further studies will be related to the integration of SMEs’ sustainable performance variables into a model of Ukrainian SMEs’ resilience during the war.
Olena Mykolenko

2025-06-302025-06-303614715710.32782/2415-3583/36.24THE TWO ERAS OF UPHEAVAL: THE GREAT DEPRESSION OF THE 1930S VERSUS THE GLOBAL CRISIS OF THE 21ST CENTURY
http://ei-journal.in.ua/index.php/journal/article/view/825

Global economic crises are the main risk factors for the reliability of the stability of the world economy and its constituent states. In the context of the growing turbulence of the world economy, caused by financial, epidemiological and geopolitical shocks, there is an urgent need for a deep rethinking of the historical experience of anti-crisis management. The Great Depression of the 1930s and the global crises of the 21st century have common features and significant differences that allow us to formulate lessons for modern international macroeconomic coordination. The causes, mechanisms of spread, political responses and economic consequences of major global crises are analyzed and compared with an emphasis on the role of international economic relations. When writing the article, methods of comparative analysis, historical synthesis, institutional approach, as well as methods of analysis of macroeconomic indicators and political decisions were applied. Data from the IMF, World Bank, OECD, WTO, as well as national statistical bodies were used. The study found that although the Great Depression and the crises of the 21st century were of different nature (banking, consumer, structural), they were all accompanied by a breach of confidence, a trade downturn and a deficit of international coordination. In the 21st century, flexible stimulus tools, the institutional response of central banks, G20 anti-crisis packages and the adaptation of the global supply chain played a significant role. However, the strengthening of protectionism, financial fragmentation and political polarization create new threats. The results obtained have practical value, they allow to improve the understanding of effective forms of international macroeconomic coordination in conditions of multifactor crises. A unique example is the four-year period of the Ukrainian economy (2022-2025). During this period, support for Ukraine from European countries, the United States and other countries can be comparable to the mutual support of Great Britain, the United States and France in the period 1939-1945 in the conditions of the war economy. Reducing the delay in response to the emergence of a crisis and balancing macroeconomic levers are important structural parameters of effective policy. The conclusions can be used in the development of foreign economic policy strategies of Ukraine, as well as in the activities of international economic organizations.
Volodymyr MandraNataliia Mandra

http://ei-journal.in.ua/index.php/journal/article/view/827

The article examines the potential consequences of establishing Bitcoin as an international reserve asset for global financial stability. The transformation of the global financial system under digitalization and decentralization creates prerequisites for rethinking the traditional structure of international reserves, historically formed from leading economies' currencies, monetary gold, and special drawing rights. The multidirectional consequences of integrating cryptocurrencies into central banks' reserve portfolios for monetary policy, global currency architecture, and states' economic security are considered. Systemic risks associated with cryptocurrency market volatility, regulatory uncertainty, technological vulnerabilities, and Bitcoin mining's energy intensity are highlighted. The potential advantages of diversifying the reserve base through decentralized digital assets are analyzed, particularly reducing dependence on centralized payment infrastructures, lowering risks of asset blocking or freezing, and increasing economic sovereignty under geopolitical instability. The impact of cryptocurrency integration on traditional reserve currencies, especially the US dollar, and related geoeconomic transformations are explored. The necessity of a coordinated approach to modernizing international monetary architecture with appropriate regulatory infrastructure and digital asset management standards is substantiated. An evolutionary model for integrating Bitcoin into international reserves is proposed, with gradual expansion based on accumulated practical experience and financial regulators' competency development. The research provides analysis of historical precedents of monetary system transformations and their relevance to current digital asset integration processes. Special attention is paid to the educational and communication policies of central banks regarding cryptocurrencies as a crucial factor for successful integration. The research results form a theoretical foundation for developing optimal international reserve management strategies, considering cryptocurrencies' potential role while minimizing destabilizing effects on the global financial system.
Mykola Chornak
